Artificial intelligence (AI) is increasingly important across society, especially with advances in generative AI. Its integration into public services not only promises substantial transformations but also raises significant risks and concerns. AI applications in the public sector are diverse, from enhancing internal processes and supporting decision-making to advancing research, monitoring, and direct public engagement.
The Central Digital and Data Office (CDDO), in collaboration with the Department for Science, Innovation & Technology (DSIT) and HM Treasury, are working to outline a strategic approach to AI adoption in the public sector. The aim is to establish the UK as a leader in the responsible and effective use of AI to enhance public services. Government departments are now required to create AI adoption plans by June 2024.
AI in the Public Sector
According to the UK National Audit Office’s report, Generative AI’s usage within government departments is limited, though many are exploring its potential. Approximately 37% of the 87 government bodies reported implementing AI, typically focusing on one or two specific applications. Conversely, over two-thirds (70%) are either testing AI solutions or are in the planning stages, with an average of four potential applications being considered per entity. The primary uses of AI deployed aim to enhance operational decision-making and optimise internal processes.
There is a striking convergence in the types of AI applications currently being tested or considered across various government bodies, indicating opportunities for collaborative knowledge sharing and collective development, particularly in functionalities that strengthen business processes. AI is pivotal in analysing images and documents, understanding and summarising text, tracking trends, and keeping an eye on data in real-time.
Addressing the Challenges:
To ensure a unified approach, developing an integrated and feasible implementation plan that builds on departmental AI adoption strategies while identifying scalable applications is crucial. However, a significant hurdle in this process is the need for AI skills within departments, which hinders the adoption of AI technologies.
Addressing legacy systems and enhancing data quality and accessibility is essential for leveraging AI opportunities. Fixing these problems will take time, but it’s important to make the most of what AI can offer. Establishing robust digital and data foundations is vital to harnessing AI’s transformational benefits. High-quality data is critical for training, testing, and deploying AI models. Limited access to quality data remains a barrier, emphasising the need for central government support to overcome these challenges.
